Job Description
We are looking for a passionate front-end web developer with strong HTML, CSS, and JavaScript experience. In this role, you will be responsible for developing rich web user interfaces that integrate with back-end components and result in web solutions that people want to use. You will be part of a team that works on various web-based applications and ultimately contribute to a high-quality user experience. As a front end developer, you will work with the application development team to implement a presentation layer which delivers information from the application layer for further processing and display it in a variety of formats. A passion for new technologies and a drive to find better ways to implement user interfaces is key.
Primary Duties and Responsibilities

• Develop rich web user interfaces that integrate with back-end components using HTML, CSS, and JavaScript
• Develop successful user interfaces that are standards-compliant, cross-browser compatible, and performance optimized
• Build well-formed user interfaces based on direction from the design team
• Create and maintain a repository of common and reusable code
• Develop and maintain documentation for front end code
• Act as a support resource for back end developers using pre-built front end components
• Work with development leads to ensure consistent and correct integration with back end code and services
• Prioritize workload to meet deadlines for assignments in the code release schedule
• Develop own insights through independent analysis and communicate actionable recommendations based on insights
• Implement presentation layer components that are backed by data from defined application layer interfaces when necessary

Required Job Related Skills and Experience

• Minimum of five (5) years experience building user interfaces for large, complex template-based websites
• Expert level front end development using HTML, CSS, object-oriented JavaScript, and jQuery
• Proven experience developing Ajax style web applications and MVC frameworks
• Hands-on experience with web development and object-oriented software engineering
• Competency in developing standards-compliant user interfaces accessible via the web
• Proven ability to create clean and reusable code libraries
• Proven ability to develop cross-browser compatible user interfaces
• Organize requirements into development tasks and execute
• Proven ability to translate design documents into semantic code
• Experience using graphic applications like Adobe Photoshop, Illustrator, or Fireworks for web graphic preparation
• Experience using web development tools such as Firebug, Developer Toolbar, or DebugBar
• Comfortable working in a team environment on large-scale projects and working within a local development environment
• Excellent organizational, communication, and interaction skills
• Must be able to adapt to change quickly, self manage, and work on multiple projects simultaneously
• Strong interest in how and where the web is consumed, from desktop to mobile devices

Additional Qualifications

• Bachelor’s degree in computer science or related discipline
• Experience using HTML5 and CSS3
• Familiarity of database and server-side scripting languages such as SQL and ColdFusion
• Experience in development supporting tools like Subversion and Jira
• Hands-on experience integrating 3rd party APIs such as Google Maps

Job Title: Sr. Programmer Analyst
Level: T11 Location: Home Office
Status: Exempt
Primary Purpose
Develop and maintain business application programs to provide automation and information needed for company
operations. Support users by investigating and recommending solutions to application errors or maximizing
program efficiencies. Performs other duties as required or assigned.

Primary Accountabilities
1. Analyzes and designs computer programming solutions as requested by analysts or management.
Investigates programs and systems to be created or changed, analyzing inputs and outputs. Informs project
coordinator/analyst and users as to the findings, status, and projected completion date of project.
2. Codes modifications to computer programs to meet design specifications as agreed upon by unit
management and analysts. Coding includes developing and modifying programs, window objects, reports,
interfaces, and batch processes. Follows Information and Technology development standards and
procedures in developing, modifying and editing code.
3. Tests computer applications and sub-systems to verify that coding was done correctly. Verifies systems and
programs to ensure that they meet intended results. Tests for all error contingencies. Corrects bugs that
may be discovered during the testing and quality assurance phase.
4. Verifies systems test region for intended results. Ensure that there is no impact on other processes and data
before requesting authorization for production migration from senior team members.
5. Documents applications, programs and systems to inform users on how to enter, change, and access
business information. Submits written batch and on-line user documentation to the technical editor for
technical manual preparation. Reviews draft material from the technical editor to ensure accuracy. Updates
the deliverables, notes, findings, decisions, discussions, and conclusions that were accumulated during the
analysis, coding, testing, and implementation phases of the project in the proper methodology directory
structures.
6. Attends project meetings to obtain clear interpretation of user task request. Responds to project coordinator
and user inquiries in a timely manner.
7. Participate in design walkthroughs and (JAD) Joint Application Development sessions. Provide constructive
criticism to the team to help enhance and add value to the team’s technical development and maintenance
efforts.

Reporting relationships
Position reports to the Systems Analyst or Sr. Analyst positions under the direction of the Information and
Technology Services Manager.
Decision-making/Authority
This position will apply experience and formal education to applications problems of a high degree of complexity
and scope. Errors in work could severely impact business operations and cause a direct loss in operations time.Review of work is done by the Senior Programmer/Analysts, Systems Analyst or Sr. Analyst positions under the
direction of the Project Manager or the Information and Technology Services Manager.
Dimensions
Incumbents may be assigned simultaneous project responsibilities. Project responsibilities may require
incumbents to work evenings, weekends, and/or more than 40 hours in a week in order to meet project
milestones and deadlines.
Qualifications
Critical Skills required:
? Full technical knowledge and proficiency in the following:
- VB.Net, C#.Net
- PL/SQL
- Client/Server application
- Web application and Web Services development
? Skilled in analyzing, coding, testing, and debugging applications
? Experience with Microsoft .NET Framework and Visual Studio.NET

? Languages currently used at CIG and modification methods to those programs.

POSITION: The Mobile Application Developer reports to the Application Development Manager of the Information Technology Services unit of the Administrative Division.
SALARY AND BENEFITS:
Salary range: $48,462 – $72,223 (Grade 37) or $52,847 – $79,114 (Grade 39) depends upon experience and retirement selection. Employee benefits include paid annual leave, sick leave, health insurance, and state retirement benefits, after the appropriate waiting periods. Other optional benefits are available, including a deferred compensation program. This is a temporary job ending on or before June 30, 2013.
